From Tutoring in a Park, to Transforming Lives – Thanks to You!

“I wanted to deepen my walk with families looking to build financial stability — I just didn’t know what that would mean.”

Frances Schreiner reflects on how the seeds of a new ministry were sown in her heart during the early days of COVID-19. She saw children in the North Fair Oaks neighborhood of Redwood City, CA — many of them English language learners — suddenly cut off from school, internet access, and critical support.

As weeks, then months, passed, Frances felt these children, especially those from very low-income families, were going to “fall through the cracks.” Her conviction grew that promoting early childhood literacy was a way she could help.

RISE Academic Empowerment began as a humble tutoring effort. Frances and a friend met with just four students in a nearby park. “We had no curriculum, no formal structure—just a desire to help these kids close the gaps.”

Those gaps were significant. In North Fair Oaks, two in three third graders were not reading at grade level. Many parents faced their own language and other barriers, making it difficult to support their children’s education.

As the program expanded from a park to a local library—and eventually into a church facility—so did its reach. Frances refined the program’s partnerships and expanded its goals to include career readiness training for moms to help them connect with employers.

Today, RISE offers individual families with children a full continuum of educational and vocational enrichment. Twice weekly, younger children are welcomed for academic tutoring while moms can stay on-site for English language classes. Teens are invited to work as paid tutors and mentors. “What makes RISE unique,” Frances notes, “is that all three offerings are going on together, under one roof, for participating families.”

In 2024, a $15,000 Select Grant, made possible by generous We Raise donors, came at a critical moment. “I don’t know how RISE would’ve survived without it,” Frances said. “We needed more expertise, curriculum and resources to truly help these students. You can’t close learning gaps without the right tools.”

RISE is now using a teacher-tutor model, pairing credentialed educators with students for individualized support. The program also incorporates data-driven literacy tools to identify a student’s unique need and targeting lessons to close the gap.

The results are changing lives for youngsters like Fernanda.

This second-grade student entered the program as a kindergartener knowing no English. Today, Fernanda is reading at the academically rigorous private school she attends on a full scholarship.

Christopher, another young student who had attended a charter school, was felt to be academically gifted but under-challenged in that classroom. After two years with RISE, he is thriving in a more enriching environment. Chris says he wants to attend Harvard or Princeton and perhaps become a scientist in the future.

Through readiness workshops, RISE helped Marcy secure safe, stable employment. “Marcy started out knowing very little English when she came to us three and a half years. Today, she is working in a childcare job in Menlo Park earning $40 an hour –– an opportunity that is allowing her to support her family and transform their future.” (You can find more success stories on the RISE website: riseacademic.org.)

Frances says it was never part of her plan to create and run a thriving nonprofit organization. “But I’ve seen how education changes everything, and I believe God placed me here for a reason.”
